Biogas from sugarcane vinasse: environmental, energy and regulatory issues for a political agenda in Braszil
XX Encontro Nacional de Economia Política: desenvolvimento Latino-Americano, Integração e Inserção Internacional - UNILA, Foz do Iguaçu, 26 a 29 de maio de 2015Brazil is the largest sugarcane producer in the world, an important
input to ethanol production, which puts the country in a privileged
position in biofuel world market. Besides the importance of sugar
production in the sugarcane chain, this work focuses on ethanol
production (ethanol industry), particularly its main waste, vinasse.
Vinasse presents several environmental risks due to its bio composition
and, if dumped in rivers or lakes, causes the phenomenon of
eutrophication, which promotes a high growth of aquatic plant species
and spread environmental problems. In this scenario, the anaerobic
digestion of vinasse (the most abundant effl uent from a sugarcane
biorefi nery) arises as an interesting alternative because, in addition to
promoting the stabilization of organic matter, it also enables energy
generation from biogas (biomethane). Anaerobic digestion generates
biomethane and biofertilizer from vinasse. The objective of this article
is to study the biogas potential generation from sugarcane vinasse
in Brazil using anaerobic digestion technology also presenting the
challenges and the governmental agenda required to develop biogas
systems to sugarcane sector in Brazil. This work presented a huge
biogas production potential from sugarcane vinasse. It can be used in
multiple ways, and this work emphasized two important energy uses:
to substitute natural gas and to generate electricity in a distributed
generation concept. Besides the huge potential, there is an extensive
agenda to solve and overcome the multiple barriers for biogas systems
implementation in Brazil. According to international experience the
strong governmental involvement is necessary and suffi cient condition
to develop renewable energy sources. In that sense, biogas systems
need to be inserted in Brazil’s policy agendaBanco Nacional de Desenvolvimento Econômico e Social (BNDES); Usina Hidrelétrica de Itaipu (ITAIPU); Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) e Universidade Federal da Integração Latino-Americana (UNILA
GREEN NEW DEAL AS A POST-PANDEMIC DEVELOPMENT STRATEGY: LESSONS FROM INTERNATIONAL EXPERIENCE
The Covid-19 (SARS-CoV-2) pandemic has been the biggest socioeconomic crisis in the decades worldwide. As a result, has brought a new meaning regarding the role of state in the economy, demanding immediate responses to supply and demand problems caused by the sanitary crisis in the short term. The debate related to the pandemic crisis is centered on what kind of post-pandemic recovery plans is desired and its impacts in the long term. The Green New Deal emerges in this context, strengthened in academic debate as a post-pandemic socioeconomic recovery strategy. A new political context emerged due to Joe Biden’s election and the 2021 Climate Summit. This issue challenges pre-pandemic economic and political beliefs, putting in a central position the ideas of sustainability and the role of the state. The objective of this article is to identify lessons from international experience, particularly presenting the pre-conditions to a GND deployment and its economic and political fundamentals
HEURÍSTICA POSITIVA NO PROGRAMA DE PENSAMENTO ECONÔMICO PÓS-KEYNESIANO: UMA VISÃO A PARTIR DAS IDÉIAS DE MINSKY
The objective of this work is to present Keynesian Theory according to the methodology proposed by Lakatos (1978). The specific objective is to present the improvements inside Post-keynesian Scientific Research Program (SRP) and the contributions to a positive heuristic related to Hyman Minsky ideas. This work supports the hypothesis that Minsky developments ideas contribute to the generation of a positive heuristic inside Keynesian Research Program.O objetivo deste do trabalho é apresentar a teoria pós-keynesiana à luz da metodologia proposta por Lakatos (1978).
Manure as a Resource: Livestock Waste Management from Anaerobic Digestion, Opportunities and Challenges for Brazil
The idea of looking at manure as a resource, not a waste, has been central to much of the more recent thinking on the whole subject of good farm management. That is also the central idea of the present study, which maintains that the lessons of international experience suggest that the development of biogas systems is important for farm waste management. Brazil is abundant in livestock waste resources, but its livestock production management is very inefficient, particularly in the small rural properties. The objective of this article is to study the environmental impact of intensive livestock production systems and how the use of biodigesters should be an option in waste treatment and management
